In September 2016 the administration of President Tsai announced its Asia Silicon Valley Development plan and in December 2016 launched the Asia Silicon Valley Development Agency (ASVDA) in Taoyuan. The plan was conceived in
the knowledge that while Taiwan’s enterprises have strength and experience in IT hardware and communications technology, they lack data analytical capabilities and the ability to develop applications and services. Without a change in focus, Taiwan risks missing
the next promising wave of economic development driven by the so-called Internet of Things (IoT), which McKinsey & Company estimates could reach an economic value of US$6.2 trillion by 2025.
The Asia Silicon Valley plan has two primary objectives: firstly, promoting innovation and R&D for IoT devices and applications, and secondly, upgrading Taiwan’s start-up and entrepreneurship ecosystem. The immediate objective is to integrate resources within
Taiwan, attract investors and talent from overseas, guide domestic hardware manufacturers into investing in software applications while also promoting the commercialisation of R&D innovations developed in local research institutions. The ultimate goal is to
help move Taiwan up the global value chain and capture a meaningful share of the promising global IoT market, as IoT applications make ever-increasing inroads into all areas of our lives from factories, retail stores, homes, cars to wearable devices.
In order to give members an overview of the ASVDA with a special focus on the future plans and business opportunities available, the ECCT’s Technology committee has invited Dr Kung Ming-hsin the CEO and one of the principal architects of the Asia Silicon Valley
plan to give a presentation and answer questions from members.
About the speaker
Dr Kung Ming-hsin is Deputy Minister of the National Development Council (NDC). Kung has visited Silicon Valley in the United States several times in recent years and was one of the principal drafters of the Asia Silicon Valley plan policies and instrumental
in creating ASVDA. Prior to his current position, Dr Kung has held several positions in the Taiwan Institute of Economic Research (TIER), starting as a research fellow and later as director of TIER’s Economic Development Strategic Planning Center and the Department
of International Affairs and Vice President. He has also held senior government positions including Committee Member for the State-Owned National Stabilization Fund Management Committee; Committee Member for the 2015 National Science and Technology Project
Committee in the National Science Council and Commissioner for the Trade Commission of the Industrial Development Advisory Council, under the Ministry of Economic Affairs. Dr Kung holds a PhD in economics from National Chung Hsing University.
