2024 EU-Taiwan Government Procurement Workshop
The ECCT was a co-organiser of the fourth annual EU-Taiwan Government Procurement Workshop, together with the European Economic and Trade Office (EETO) and the Public Construction Commission (PCC). The event brought together PCC officials, representatives of European companies and EU Member States in Taiwan to discuss Taiwan's regulatory environment, best practices and issues affecting companies' participation in government procurement projects in Taiwan. The workshop was attended by 35 people, including five representatives from the PCC, three from the EETO, six representatives from EU member states and over 20 ECCT members.
In his presentation, Patrick Hsu, Director of the PCC's Department of Planning, gave a presentation on improving the efficiency of public procurement systems of Taiwan, covering the topics of public procurement guidelines for IT services, good faith and fair dealings in contracts, promoting the circular economy and sustainability and government contract dispute resolution mechanisms.
In her presentation, Tiffany Huang, Co-Chair of the ECCT's Project & Procurement committee and Honorary Counsel for Baker McKenzie, discussed issues regarding the system of conflict-of-interest check and evaluation system for members of the PCC Complaint Review Board and the utilisation of arbitration as a dispute resolution mechanism for major projects.
Among other issues in his presentation, Philip Chou, Co-Chair of ECCT's Project & Procurement committee, General Counsel & Compliance Officer for Siemens Limited Taiwan, raised issues affecting companies due to the delayed "Notice to Proceed", contractual issues, methods of calculating construction periods, and offered recommendations for remedies.
