Since the Tainan-ECCT Low Carbon City Conference held in November 2013, the ECCT has been consulting with the Tainan City Government on plans for a Low Carbon Initiative pilot project. On 18 February 2014 the Tainan City Government's Environmental Protection Bureau Director-General Dr Chang Hwang-jen and her team visited the ECCT office to meet with the ECCT CEO, LCI Director and Project Manager to discuss the pilot project details.

This LCI pilot project aims to demonstrate solid cooperation between the ECCT and Tainan City Government as well as the city's determination to transform itself from an ancient capital to an international green metropolis. To date six ECCT LCI members have consented to contribute to the pilot project.
