The demand for greater transparency and public participation continues to grow in line with the evolution of democratic governments and institutions, particularly in developed countries. Various approaches have been adopted by authorities in many countries to meet these objectives. Among them, Good Regulatory Practices (GRP)/ Regulatory Impact Analysis (RIA)* and greater access to information by the public are the core elements. The ECCT, co-organising with the National Development Council (NDC), has arranged this forum to bring together senior government officials, academics, think tanks and business leaders to discuss the latest developments and best international practices related to the drafting, implementation and maintenance of controls, including laws, regulations and guidelines.
The objectives of this full-day forum are to:
 ●  Share and discuss international insights on open government
 ●  Review and discuss relevant recent regulatory initiatives undertaken in Taiwan
 ●  Promote the concept and adoption of GRP/RIA among government agencies in Taiwan
 ●  Share the experience of regulators from European and other OECD countries
 ●  Review and discuss the best international practices regarding access to information
 ●  Review and discuss the importance to industry development of regulatory consistency
 ●  Brainstorm ideas to minimise inconsistency in regulatory interpretation and enforcement.
*GRP is a set of practices promoted by international organisations to be applied to the development, implementation and maintenance of controls – including laws, regulations and guidelines – in order to effectively achieve a public policy objective and enhance regulatory transparency. Its main practices include internal coordination of regulatory work (systematic internal regulatory coordination mechanism), RIA (a process of systematically identifying and assessing the expected effects of a regulatory proposal using a consistent analytical method such as cost-benefit analysis) and public consultation mechanisms (implementing principles related to public consultation during the process of developing regulations).

This forum is open to all members with an interest in promoting the best international standards and practices governing regulatory systems.
