The world is experiencing a war for talent and Taiwan is no exception. According to statistics from the Ministry of the Interior, Taiwan’s overall population peaked at 23.6 million in 2019 and has been declining ever since owing to Taiwan’s consistently low birth rate. The latest figures from June 2022 showed that the population had declined by more than 400,000 since 2019 to 23.186 million. While the size of Taiwan’s labour force is still close to its peak, it has already started to decline in real terms in line with the demographic trend. According to the Directorate General of Budget Accounting and Statistics (DGBAS), the size of Taiwan’s labour force peaked at just over 11.5 million in 2020 and now stands at about 11.37 million (the labour force participation rate has risen slightly in 2022 so far, reaching a peak of 59.19% in March this year before declining slightly. This was the highest level in the past 10 years).
Besides the low birth rate, another factor contributing to a labour shortage in Taiwan is a distorted distribution of talent, especially towards the semiconductor and broader technology sector, which absorbs too much of the talent pool compared to other industry sectors. Taiwan also suffers from a shortage of unskilled and semi-skilled workers. The imbalance in the labour market is making it difficult for companies to attract and retain talent while ongoing pandemic restrictions are also affecting the flow of foreign talent and blue-collar workers.
This forum will bring together CEOs and HR managers from Taiwan’s top 2,000 enterprises, multinational corporations operating in Taiwan, entrepreneurs from SMEs, and government officials from the Ministry of Labor, Ministry of Economic Affairs, the National Development Council, and the Ministry of Education to examine talent trends in Taiwan within a global context and illustrate what leading corporations are doing to address talent shortages and attract and retain the best talent.
