In its latest report, the European Union Chamber of Commerce in China highlights the impact that heavy state-steered intervention is having on China's Manufacturing 2025 initiative. The report titled "China Manufacturing 2025: Putting Industrial Policy Ahead of Market Forces" analyses the initiative's goals, which include achieving domestic and international market-share targets in ten industries, attaining self-reliance for key components and turning the concept of ‘indigenous innovation' into reality. The report finds that these goals are being achieved through the adoption of a number of ‘old school' policy tools, which poses a threat to China's international relationships and could result in significant damage to its domestic economy.

Under recently passed-legislation in the new energy vehicle (NEV) industry, for example, European business is facing intense pressure to turn over advanced technology in exchange for near-term market access; in the field of industrial robotics, government subsidies are contributing to overcapacity in the low- and mid-tiers of China's market; and in the information technology industry European business is seeing market access constrict further.

At this event our guest speaker, Carl Hayward, General Manager & Director of Communications at the European Union Chamber of Commerce in China and chief editor of the report, will give a summary of the report's main findings and the implications for European business in China.
About the speaker

Carl Hayward has been the General Manager for the European Union Chamber of Commerce in China since 2017, and the Director of Communications since 2012. In his current position he manages the Beijing office of the chamber with a staff of 46 people and six departments (Government Affairs, Marketing, Sponsorship and Events, Communications, Publications, Membership, and Operations). Prior to his current position he worked for Pearl River Offshore Ltd as a Project Manager. Previously he has worked in a variety of positions, including as a magazine editor, a managing partner of a company specializing in arranging corporate events, a software engineer, an information systems trainer and a database administrator, among others. He holds a BA (Hons) degree from the University of Surrey.
