Recruitment of foreign talent and international exchanges: Taiwan from a global perspective

As the global mobility of talent continues to expand, Taiwan is facing significant challenges in attracting and retaining foreign professionals. In response to this global trend, the National Development Council (NDC) is proactively devising and implementing policies aimed at international talent recruitment and retention. The most successful initiatives to date include the establishment of the Employment Gold Card system, the Key Talent Cultivation and Recruitment Program, and other reforms to enhance the relevant regulatory frameworks and simplify work and residency application procedures under the Act for the Recruitment and Employment of Foreign Professionals. The objectives of these policies are to create a friendly environment to attract a diverse pool of talented individuals from around the world to work and boost development across a range of innovative industry sectors in Taiwan.

At this event, our guest speaker will provide an update on the achievements and ambitions of existing talent development policies and initiatives, introduce new and planned programmes and share unique insights into Taiwan's international exchanges and foreign talent development programmes. 

About the speaker
Shih Keh-Her has been Deputy Minister of the NDC since 2020. Prior to his current position he has worked in a variety of roles in government agencies, both at the municipal and national level. At the municipal level, he was previously Director-General, Director and Deputy Magistrate of the Yunlin County Government. At the national level, he was previously Deputy Secretary-General and a Consultant at the Executive Yuan, Political Deputy Minister of the Ministry of Labor, Deputy Secretary-General of the Office of the President, and Senior Secretary of the Office of the President. He graduated from the Department of Political Science at National Taiwan University and holds an MSc in regional and urban planning studies from the London School of Economics and Political Science and an MSc in management from the Imperial College London.
