The Public Construction Commission recently announced that it will introduce a degree of flexibility into public procurement contracts. Under the terms of the so-called “Alternative Approaches Acceptable throughout the Life Cycle of the Public Projects” contractors will be given the flexibility to carry out construction projects using alternative solutions not specified in the contracts as long as the alternative methods are beneficial to all parties. This new flexibility has been welcomed by international firms as it would allow them to use modern methods and better materials that would be more environmentally-friendly and save time during all stages of public procurement projects.
At this event, our special guest speaker will give an overview of the new approach. Among other subjects he will talk about:
- How and when the “Alternative Approaches Acceptable throughout the Life Cycle of the Public Projects will be implemented”
- The buildout of infrastructure to support the development of the offshore wind industry
- The idea of combining onshore wind parks with infrastructure works like harbours and highways (which is common in Europe).
About the speaker
Yan Jeou-rong is the deputy minister of the cabinet-level Public Construction Commission (PCC), under the Executive Yuan. He previously held a number of senior positions in the PCC as well as other government agencies. Among previous posts he was Senior Engineer and Section Chief in the Department of Housing and Urban Development for the Taiwan Provincial Government and Senior Engineer for the Construction and Planning Agency (CPA), under the Ministry of the Interior. In the PCC his previous positions include Director of the Department of Construction Management; Chief Secretary and Director in the Department of Technology, Morakot Post-Disaster Reconstruction Council & Director of the Department of Technology; and Chief Secretary. He holds a bachelor’s degree in civil engineering from Chung Yuan Christian University and a master’s degree in structural engineering and construction from the Asian Institute of Technology (AIT)
