Establishing diversified payment (or Co-payment) system to proportionately distribute the shared responsibility among the general public and sustaining the National Health Insurance system are getting more and more discussion among the society. Looking at Taiwan’s current NHI scheme, what are the key factors that need to be taken into consideration for reforming the Co-payment system? What industry has to know about Co-payment and what prospect can come to be? Among others, the speaker may also touch upon drug payment system. It is Pharmaceutical Committee’s honor to have the prestigious scholar, Professor LEE Yue-Chune to deep dive the topic and share insights with us.

About the Speaker
Yue-Chune Lee is the professor at the Institute of Health and Welfare Policy, National Yang-Ming University, Taiwan (陽明大學衛生福利研究所). She received Doctor of Public Health degree from School of Public Health, Health Science Center at Houston, University of Texas. She has been Founder and Director of IHWP, Director of Research Center of Health and Welfare Policy, Director of Research Center of Value-Added Health Data of NYMU and President of Taiwan Public Health Association (臺灣公共衛生學會).

As a professor, she has profoundly participated in Taiwan’s public health policy-making and administration. She has been Deputy Minister of Ministry of Health and Welfare (衛福部), supervising Long-Term Care Insurance (LTCI) Planning, National Health Insurance Administration, National Pension System, long-term care delivery and social welfare policy. She has also been the chief advisor of LTCI Task Force of Ministry of Health (MOH, now MHW) for 7 years. For many years, she has also participated in the NHI planning, implementation and evaluation. She has served as Director of the Payment system of NHI Task Force of MOH for 12 years. Besides, she has been chairperson of National Global Budget Negotiation Committee, Convener of Resource Allocation and Priority Setting Division, Second Generation NHI Task Force of MOH and has also been Advisor of MOH and Bureau of NHI (the single payer).

She has received Premier Professional Medal from MHW and Health Promotion Medal from Health Promotion Administration of MHW to appreciate her long-term contribution to NHI, LTCI, and health Promotion policies.
