In the first eight months of 2024, Taiwan’s total exports reached US$308.571 billion, up 10.9% from the same period in 2023 while imports came in at US$256.124 billion, up 9.3% year-on-year. Meanwhile, Taiwan’s official purchasing managers' index (PMI) came in at 53.6 in August, above the neutral level of 50 for the fourth consecutive month, indicating economic expansion ahead, while the non-manufacturing purchasing managers index (NMI) has been in expansionary mode for 22 consecutive months, indicating a robust service sector and consumer spending. However, the overall growth picture is uneven. Key players in the tech sector are benefiting from the huge demand for semiconductors and AI-related equipment, but other sectors appear to be slowing down. Moreover, not all of Taiwan’s export partners are doing so well. While exports to the USA and ASEAN countries are up by 64.6% and 16.9%, respectively so far this year, exports to China & Hong Kong, Japan and Europe are down by 3.3%, 20.4% and 8.3%, respectively compared to the same period in 2023.

On the chamber’s government relations’ front, over the past year, the ECCT has maintained a high level and frequency of engagement with the Taiwan government, especially through meetings between ECCT committees and government officials, including cabinet ministers, heads of administrations, bureaus, departments, agencies, and numerous working level officials. Thanks to these exchanges and the government’s proactive approach, progress has been made on many of the issues raised in the 2024 Position Papers. At the launch of the ECCT’s 2025 Position Papers, we will review progress made and introduce the new papers that highlight priority issues and share European experiences, best practices and models with the government that are aimed at maintaining Taiwan’s economic momentum.

As is tradition, the Minister of the National Development Council (NDC) has been invited to the launch to receive a copy of the 2025 Position Papers and make a few remarks on behalf of the Taiwan government.

About the ECCT’s Position Papers
The ECCT’s Position Papers are published annually by the ECCT and include a collection of industry-specific issues and recommendations from a European business perspective on how to further improve the business environment in Taiwan. This year’s papers, compiled by the 25 of the ECCT’s committees, primarily address the Taiwan government, but also serve to inform the European Commission, the governments of the individual European member states as well as the media and the general public.
