For the first time since the pandemic, the ECCT will be holding a Premium Event lunch with Keelung Mayor Lin Yu-chang and senior officials from the Keelung City Government. This will be followed by a visit to the City Expo. The event will provide an exclusive opportunity for ECCT members to discuss issues of concern or mutual interest with the mayor and a full delegation of senior Keelung cabinet officials, who will be in attendance. At the event Mayor Lin will give a short speech after which Tseng Tzu-wen, Commissioner, Department of Tourism and City Marketing Taiwan, will talk about the city’s efforts to develop travel packages for higher spending travellers. The presentation will focus on in-depth tourism in Keelung and discuss a new marketing model that emphasises quality rather than quantity.

This will be followed by a guided bilingual tour of the City Expo, which showcases Keelung’s history and contemporary urban development. This will include a tour of the main pavilion located in the West Pier Warehouse II (西二倉庫主展館), which has a 90-year history, and the old railway station. After the tour, guests will be taken on a boat trip around the harbour. The tour will end with a visit to Formosa Square (國門廣場) to see the Living World Series – Gentlemen by Ju Ming (朱銘的人間系列-紳士).

The visit is part of the ECCT’s outreach programme as a nation-wide association to establish relations and seek areas of mutual cooperation with municipal governments all across Taiwan.

Keelung is home to the largest port in Northern Taiwan. The area was first inhabited by the Kategelan aborigines and occupied by both Spanish and Dutch colonial forces in the 17th century. It continued to develop into an important trading port under the Qing dynasty, Japanese colonial control of Taiwan and under the ROC since the end of World War II. Under the leadership of Mayor Lin, Keelung has been taking advantage of the city’s access to the ocean and northern coast to boost industries such as leisure boating, eco-tourism, fishing, yacht building, maintenance and docking facilities and marina tourism. The cabinet recently decided to enhance the city’s transport infrastructure by building a metro rail system to connect Keelung to Taipei. Access to the ocean also makes Keelung an ideal location for marine research and education.

About the speaker

Lin Yu-chang was elected as Mayor of Keelung City in November 2014 and won re-election to a second term in 2018. Prior to this he worked as a Senior Specialist to the Secretary-General and Advisory Officer in the Office of the President in the cabinet of Premier Yu Shyi-kun. For the DPP, he formerly held the positions of Spokesperson, Chief of the Social Development Department in the DPP’s Central Headquarters, Chief of the party’s Institute of Democracy and Deputy Secretary-General. He has studied Building & Planning at National Taiwan University and Landscape Architecture at Chinese Culture University.

Guests are requested to make their own travel arrangements to the Evergreen Laurel Hotel in Keelung. The tour will also end at Formosa Square (國門廣場).
