Since taking office in May 2024, the new administration has established the Healthy Taiwan Promotion Committee, in which President Lai will personally serve as the convener, and government agency representatives and medical scholars and experts from various fields will be given prominent roles to jointly promote a healthy Taiwan. In addition, the administration has proposed several policy reforms related to increasing investment in healthcare, including a commitment to raise the public budget for healthcare, concrete plans for the Cancer Drug Fund, and the establishment of a parallel review mechanism for new drugs under the National Health Insurance Administration (NHIA). The ECCT has welcomed these developments.
At this event, our guest speaker will provide a briefing on the MOHW’s ongoing activities and future plans. Among other topics she will cover the following:
- Specific actions to realize the vision of a healthy Taiwan.
- Recent reforms of national health insurance policies and future directions, including resource allocation, how to distribute medical resources fairly and planning of the Cancer Drug Fund and other funds.
- Current labor situation of an aging and low birthrate society and welcoming foreign talent
- How to improve access to new medications and ensure the sustainability of the NHI system.
About the speaker
Dr Lin Ching-Yi has been the Deputy Minister of the Ministry of Health and Welfare since May 2024. Immediately prior to her current post, she was a legislator in the Legislative Yuan, serving a second term, and before that, Ambassador at large for the Ministry of Foreign Affairs. Earlier in her career she practised as an Attending Physician and later Director of the Obstetrics department and CEO of the International Medical Service Center at Chung Shan Medical University Hospital and Director of the Taipei Institute of Pathology. She has also worked overseas as a gynecologist in India and Nepal, and Coordinator of Taiwan’s Medical Mission in Tuvalu, where she implemented a nationwide cervical cancer screening programme. She has also served on several committees promoting women’s rights and health, including as a Member of the Committee of Women's Rights Promotion in the Executive Yuan and Representative attending the United Nations Commission on the Status of Women Forum and related meetings. She holds a medical degree and a Doctor of Philosophy degree from Chung Shan Medical University.
