Since taking office as the mayor of Taoyuan in December 2022, Chang San-Cheng and the city government under his leadership has been focused on engaging outstanding talent in municipal governance and developing policies for the long-term development of the city. Recent polls by various media outlets show over 70% public satisfaction with the Taoyuan City Government team, indicating that residents are satisfied with his performance so far.

At this exclusive event for ECCT members, Mayor Chang will share how he plans to implement his four major visions for creating a liveable city: Easy Commuting, Good Job Opportunities, Excellent Education, and Quality Living. He will explain how the city government will focus on six key areas: industry, transportation, construction, sustainability, intelligence, and tourism culture, with the aim of providing citizens a quality and enjoyable living environment in all aspects and transforming Taoyuan into a comprehensive international city.

Taoyuan has a population of 2.3 million, which has increased by 270,000 over the past 10 years. In addition, Taoyuan has the highest crude birth rate of 7.71% among Taiwan’s six largest municipalities. Every day, 2.7 million people commute within the city, and 500,000 people commute between districts. Taoyuan has 12,000 factories, the highest number among Taiwan’s six special municipalities.

Developing new metro lines and highways is high on the mayor’s agenda, along with facilitating the development of innovative industry sectors. The city government, following the Executive Yuan’s six core strategic industries, plans to promote various sectors in different areas of Taoyuan, including international logistics, aviation, the circular economy, green energy, smart electric vehicles, space satellites, the Asian Silicon Valley, semiconductors, and national defence. Mayor Chang also plans to continuously strengthen infrastructure such as the city’s hospitals and sewage systems, promote green industries, integrate smart technology into governance, public welfare, and education and highlight Taoyuan’s natural beauty and diverse cultural heritage in tourism.

About the speaker
Dr Chang San-Cheng has been the Mayor of the Taoyuan City Government since 25 December 2022. Over his career he has held distinguished posts in government, academia and business. In order of his most recent positions, he was Chairman of the SanCode Foundation (from 2019-2022), Chairman of Taiwan Mobile Foundation (from 2016-2019), President of the Institute for Biotechnology and Medical Industry (2016-2019), Dean and Chair Professor of the Hacker College at National Chiao Tung University (2016-2019), Premier of the Executive Yuan (2016), Vice Premier (2014-2016), Minister of the Ministry of Science and Technology (2014), Minister Without Portfolio (2012-2014), Director of Google Hardware Operations in Asia (2010-2012), Vice President of Acer’s e-Enabling Service Business Group (2000-2010). He holds PhD and master’s degrees in civil and environmental engineering from Cornell University in the United States and a bachelor’s degree in civil engineering from National Taiwan University.

Guests are requested to arrange their own transport to and from the Cozzi Blu Hotel. The THSR museum is approximately a 10-minute walk from the Cozzi Blu Hotel. Guests not able to walk are requested to arrange their own transportation to the museum.
