The Ministry of Finance (MOF) is in the process of collecting opinions from other ministries and stakeholders on an amendment to the Private Finance Initiative (PFI), which is aimed at reducing public expenditure in public procurement projects and increasing private participation in government procurement projects.

The proposed PFI system will set long-term purchase or lease contracts for the government and the private sector, while the handling of financial resources will be done by the private sector, thereby easing the financial burden on the government. In addition to the PFI system, several laws and regulations will be amended next year aimed at simultaneously expanding the scope of public procurement to include urban roads, street lights, bicycle sharing, green industry facilities, senior long-term care services and other projects.

Among other topics, our guest speakers will talk about the challenges of creating public-private partnerships (PPP) through launching PFI in the current regulatory environment including: (i) Would the public sector be able or willing to accommodate the requirements under project finance, such as entering direct agreements with financiers, (ii) how to achieve value for money (VfM) in procurement projects and (iii) how to deal with the differences based on international accounting standards and the government’s accounting policy standards.

About the Speaker
Dr Lee Chien-hsien is the Director-General of the Department for the Promotion of Private Participation, under the Ministry of Finance (MOF). He has previously held positions in central government ministries as well as for municipal governments. He previously worked as a Specialist in the Construction and Planning Agency of the Ministry of the Interior (MOI); Section Manager of the MOI’s Construction and Planning Agency; Director-General of the Public Works Bureau for the Chiayi City Government and Director-General of the Sewerage Systems Office of the Public Works Department of the Taipei City Government. He holds a PhD in environmental engineering from National Taiwan University.
