Update on floating wind energy policy in Taiwan

Although the industry segment is still in its infancy, the Global Wind Energy Council (GWEC) has predicted that the global floating wind energy market could reach capacity of up to 180GW by 2050, and that floating platforms could eventually account for up to 80% of the world’s total offshore wind capacity. Without the constraints of fixed bottom turbines of being confined to shallow water, floating platforms offer much larger potential for expansion in the Taiwan Strait, which is one of the world’s best locations for wind energy.
At an event arranged by the ECCT on 23 November 2023, our speaker gave an introduction to Taiwan’s future floating offshore wind energy policies and development plans, including policies for Taiwan’s first Floating Offshore Wind Power Demonstration Incentive Program (DIP). Since then, the BOE has held public briefings and made adjustments to its policies, including increasing the capacity cap and extending the grid connection deadline of the pilot projects. The ECCT has sent two official letters to the BOE in support of the policy and, on 16 June, the Wind Energy committee sent additional recommendations to the BOE in its “Floating Offshore Wind Policy Recommendation Paper”.
At this event, our speaker will provide an update on Taiwan’s floating offshore wind energy policies and future development plans. The event will also provide members in the burgeoning floating offshore wind energy sector to engage in an open discussion with the BOE on this topic, with a view towards making a positive contribution to the future floating offshore wind energy policies and development in Taiwan.
About the speakers
Dr. Yu Cheng-Wei is the present Director-General of the Bureau of Energy under the Ministry of Economic Affairs (MOEA). His previous positions include Deputy Director-General and Secretary General of the MOEA’s Industrial Development Bureau (IDB). His expertise includes national integrated energy planning, industrial planning, industrial safety and environmental protection, and the planning, development and management of Industrial zones. Dr Yu received a PhD degree from the Department of Architecture and Urban Design, College of Environmental Design at Chinese Culture University and a master’s degree from the Department of Urban Planning at National Cheng Kung University.
