Planning and prospects for floating wind energy in Taiwan

As offshore wind energy continues to develop rapidly in Taiwan, developers are now considering not only fixed bottom structures for wind turbines but also floating platforms. The government has announced its intention to support a floating offshore wind technology demonstration project. However, there are questions about the scale of the project as well as the necessary policy framework, port infrastructure and local supply chain development that will be needed to encourage the development of floating offshore wind projects in future. As part of its work to prepare a well-structured policy for developing floating offshore wind energy projects in Taiwan, a delegation from Taiwan’s Bureau of Energy, led by Director-General Yu Cheng-Wei, recently travelled to Aberdeen Scotland on a fact-finding visit to Kincardine, the world’s largest floating offshore wind energy farm, located 15km off the coast of Aberdeenshire.

At this event, DG Yu and his colleagues will brief members on his visit and what lessons learned from Kincardine’s experience will be reflected in Taiwan’s floating offshore wind energy policies and future development plans. The event will also provide members in the burgeoning floating offshore wind energy sector to engage in an open discussion with the BOE on this topic, with a view towards making a positive contribution to the future floating offshore wind energy policies and development in Taiwan.

About the speaker
Dr. Yu Cheng-Wei is the present Director-General of the Bureau of Energy under the Ministry of Economic Affairs (MOEA). His previous positions include Deputy Director-General and Secretary General of the MOEA’s Industrial Development Bureau (IDB). His expertise includes national integrated energy planning, industrial planning, industrial safety and environmental protection, and the planning, development and management of Industrial zones. Dr. Yu received a PhD degree from the Department of Architecture and Urban Design, College of Environmental Design at Chinese Culture University and a master’s degree from the Department of Urban Planning at National Cheng Kung University.
