Taipei City Hospital is a full-service medical institution that provides comprehensive care for Taipei's 2.6 million residents. The merger of ten municipal hospitals into one unit has made the Taipei City Hospital (TPECH) the largest healthcare organization in Northern Taiwan.
Community-based healthcare is the focus of reform and TPECH is actively encouraging citizens to first seek out local clinics and pharmacies to treat minor illnesses and discomfort. This approach allows for referrals to higher level treatment if necessary and reduces the strain on hospitals and specialty-care institutions. In so doing, the aim is to ensure that a higher level of quality healthcare is provided to all citizens.
By combining human resources and materials, it has been possible to reduce overhead costs, eliminate duplicate positions and simplify procedures. Unifying the logistics of running medical institutions and creating bulk purchasing has resulted in lower costs for everything from office supplies to pharmaceutical products to medical devices.

Our guest speaker will provide an overview of public hospital management at TPECH, give an outline of TPECH's strategy for the next five years and address some of the future challenges. Among other topics our guest speaker will talk about the following subjects:
- The development of hospice care and long-term healthcare policy in Taipei
- New concepts and the development of community-based healthcare policies
- The most advantageous tender process for drugs and medical devices in TPECH
About the speaker
Dr Huang Sheng-jean has worked at National Taiwan University and its hospital for more than a decade. He specializes in neurosurgery, neurotic trauma, neurology, intensive care and palliative care. He assumed his current position as Superintendent of TPECH in 2015 after being promoted from his previous position as Head of National Taiwan University Hospital. Prior to this he served in several leading positions in various local hospital departments and as a doctor and medical expert for decades.
