The global coronavirus pandemic has taken an enormous toll on healthcare systems and the economy globally. As countries begin to emerge from mass lock-downs, questions are being raised about the safest ways to resume economic activity.
At this event our speaker will share the latest research that she and her team have conducted on Covid-19 recovery strategies, integrating issues from various disciplines including policy and decision making, health, welfare, economics, law and governance.
The starting point of the research is that in order to outline policies and select strategies and tools to overcome the crisis and return to normalcy, decisions must strike a balance among economic, health, and social considerations. In addition, different impacts on different populations must be taken into account, as well as the balance between the private and public good, all under conditions of uncertainty during the evolving crisis, with the overlying fear of another outbreak of the epidemic.
Among other issues she will address are:
How to balance the public good with and individual rights
How to guard against the undermining of democratic principles via emergency powers
How to strengthen the resilience of governance and state institutions.
About the speaker
Professor Deborah Shmueli is a Full Professor in the Department of Geography and Environmental Studies at the University of Haifa. She is a co-Principal Investigator of the Minerva Center for Law and Extreme Conditions and the Head of the National Knowledge and Research Center for Emergency Readiness, Israel, currently focusing on the Covid-19 crisis.
