Towards a holistic healthcare system

At this event our guest will introduce some of the challenges to create a holistic healthcare system in Taiwan. He will outline how the MOHW is developing policies to reform and build an innovative national health insurance system, post-acute care and long-term care. Building a holistic healthcare system requires three stages: The first stage is to set up a national healthcare system, which includes an insurance system that utilises electronic medical records and a health bank to secure the quality and efficiency of medical care. The second stage involves providing comprehensive post-acute care for patients' recovery. The last stage is long-term care. The speaker will outline the MOHW's plans to provide ageing-friendly services and establish ageing-friendly communities.

The Department of Social Insurance (DOSI) is responsible for managing important affairs regarding social insurance such as the national pension system, national health insurance and the long-term care program, that is currently being planned. It also supervises the execution of affairs regarding social insurance. The department is divided into seven sections and their statutory duties are as follows: 1.Planning and promoting national pension policy, as well as supervising its operation, and drafting relevant laws and regulations. 2. Planning and promoting national health insurance, as well as supervising its operation, and drafting relevant laws and regulations. 3. Drafting the scope of the annual total amount that the National Health Insurance Administration (NHIA) will pay for medical care and its policy objectives and 4. Planning the long-term care insurance system and drafting relevant laws and regulations.

This event is open to all ECCT members and is of special interest to members in Pharmaceutical, Medical Device and Healthcare Enhancement committees.

About the Speaker

Dr Donald TF Shang is the Director-General of the Department of Social Insurance, Ministry of Health and Welfare and currently an adjunct attending physician of thoracic surgery at National Taiwan University Hospital (Hsinchu Branch). Before taking on his current position he was an acting Director-General in the Bureau of International Cooperation, in the Department of Health. He has also served in several other positions in the MOHW, including Director of Office of International Cooperation, Director of the China Affairs Office and Deputy Director-General of the Department of Medical Affairs. He previously also played an active role in the field of international affairs including acting as vice-chair of the Health Working Group in APEC and as executive director of Taiwan International Health Action (Taiwan IHA). He holds a medical degree from National Yang-Ming University and a PhD from the School of Public Health at National Taiwan University.
