LCI-NTU offshore wind seminar

Following the ECCT&NTU Offshore Wind Seminar I held on 10-11 July, the ECCT's Low Carbon Initiative again cooperated with National Taiwan University's College of Engineering (臺灣大學工學院) to arrange the second offshore wind seminar. Opening remarks were made by Dr Chiang Mao-Hsiung, Dean of the College of Engineering at National Taiwan University (臺灣大學工學院院長 江茂雄), after which presentations were delivered in morning and afternoon sessions over two full days, most of which by ECCT members representing companies engaged in the offshore wind energy industry.

The seminar was the second in a series of planned educational programmes, dubbed the "Offshore Wind Power Industry Talent and Technology Cultivation Project", to be held following the launch of the "Taiwan Offshore Wind Power Talent Cultivation Alliance" funded by the Ministry of Education in collaboration with the Yunlin County Government on 5 September 2023. The main purpose of the project is to cultivate talent for the wind energy industry and educate professors and students about the domestic ecosystem and industrial supply chain for the offshore wind power industry.

The "Offshore Wind Power Industry Talent and Technology Cultivation Project" is being led by the NTU President and Dean Chiang Mao-hsiung, who is Executive Director of the project. It is also collaborating with five technological universities, namely National Formosa University, Taipei City University of Science & Technology, Chienkuo Technology University, Southern Taiwan University of Science and Technology, and National Kaohsiung University of Science and Technology, as well as corporate entities such as the Metal Industries Research & Development Centre and Taiwan Construction Research Institute. By effectively integrating resources, the project aims to create a comprehensive domestic ecosystem and industrial chain for the offshore wind power industry. It also seeks to establish a cross-disciplinary platform for industry-academia-government-research collaboration to promote local industry development, enhance industrial technological capabilities and international competitiveness. The ultimate goal is to make progress towards net zero carbon emissions by 2050.

On the first day of the seminar, presentations were delivered by the following speakers: Lu Wen-Tsan, Deputy Division Section Director of the Metal and Mechanical Industries Division under the Industrial Development Administration, Ministry of Economic Affairs (IDA, MOEA, 經濟部產業發展署金屬機電產業組副組長 盧文燦) talked about the current status and future prospects of offshore wind power in Taiwan. Syu Wei-Ting, Commercial Advisor of the Trade Council of Denmark, Taipei (丹麥商務辦事處商業顧問 許韋婷) provided an overview of the Danish offshore wind supply chain. Lee Chih-An, Senior Sustainability Advisor for Ørsted (沃旭能源企業永續資深經理 李之安) shared insights on the biodiversity measurement framework applying to offshore wind projects. George Xie, Development Director for Taiya Renewable Energy (台亞風能股份有限公司專案開發總監 謝智超) presented viewpoints on site selection and environmental impact assessments. Peggy Chen, Project Manager for EnerVest (德能英華威專案經理 陳沛沂) and Willie Chung, Project Manager, EnerVest (德能英華威專案經理 鍾經緯) addressed offshore wind development experience as well as market challenges and response strategies.

On the second day, presentations were delivered by the following speakers: Ben Lu, Head of Renewable & Traditional Industries, MNCs Coverage for Crédit Agricole Corporate & Investment Bank (CACIB, 法商東方匯理銀行股份有限公司臺北分行永續能源暨傳統產業部門主管&跨國企業部門主管 盧建霖) offered perspectives on current developments and challenges in Taiwan's wind energy markets as well as the role of banks in Taiwan's energy transition. William Huang, BU Leader of Industry Division / Project Manager for Bureau Veritas Taiwan (法商法立德公證有限公司台灣分公司工業服務部經理 黃祖洋) gave input in the role of third-party inspection and certification bodies in offshore wind projects. Tiger Huang, Senior Director of the Business and Investment Departments of Taiwan International Ports Corporation (TIPC, 臺灣港務股份有限公司業務處兼任投資事業處資深處長 黃一民) covered TIPC's port planning for offshore wind power. Sway Yang, Sales Technical Project Manager for Siemens Gamesa Renewable Energy Offshore Wind Limited (西門子歌美颯離岸風力再生能源股份有限公司亞太區業務技術經理 楊適宇) shared knowledge about wind turbine technology and innovation. Xu Zhi Yang, Senior Engineer of the R&D Department for Pacific Electric Wire & Cable (PEWC, 太平洋電線電纜股份有限公司研發處高級工程師 許智揚) and Chen Chia Wei, Section Manager of the Systems Engineering Department for PEWC (太平洋電線電纜股份有限公司系統工程部工程業務課長 陳佳瑋) presented a general view of cables used in offshore wind power systems.
