MOEA eases rules on use of foreign vessels

The Energy Administration of the Ministry of Economic Affairs (MOEA) informed the wind energy industry in February 2025 of its plan to further ease regulations on the use of foreign installation vessels. Under this plan, three months after obtaining an establishment permit, foreign installation vessels will be permitted to work on offshore wind projects in Taiwan. This measure aims to increase the overall number of marine vessels for use in offshore wind farm construction, for which there is currently a shortage, as well as to lower vessel charter fees, and minimise delays in project commissioning. This represents a breakthrough in the issue raised by the Wind Energy committee in its 2025 position paper.
